Summary:Value development in the context of mexican educational policy and citizen involvement are discussed in the present article. A critical analysis is carried out where the current legal regulations and the historic development are contrasted. The following conclusions are reached: it exists another set of principles that are present in the day-to-day classroom activities and educational areas independently of the type of values or principles that are intended to reach through the educational programs; those emergent values determine mostly the social principles and practices that pervade the social coexistence between people in educational settings.
