Streszczenie:The article examines the tensions that have arisen between the Fiscalía General del Estado de Chihuahua (FGE) and human rights organizations regarding the application of the prioritization criterion for investigating enforced disappearances. Through a qualitative methodology —based on document review and interviews with relatives and human rights defenders— the study analyzes how this mechanism, designed to manage institutional overload in addressing the issue of enforced disappearance in Chihuahua, has generated distrust, revictimization, and perceptions of arbitrariness. The study shows that prioritization, based on a technical and quantitative “test,” tends to exclude cases lacking high media visibility or social pressure, thereby reinforcing structural inequalities in victims’ access to justice. The article’s main contribution is to highlight that without transparency, victim participation, and a structural-systemic approach, such criteria reproduce impunity rather than contribute to effective and sensitive justice in the face of the disappearance crisis
