Résumé:An assessment of the capabilities of social actors of Coahuila comes to dealing with climate change from three indicators: 1) Social, based on experiences and practices of the actors; 2) Political, refers to dialogue and legitimacy of the political process of the actors, and 3) Environmental, based on actions of environmental sustainability. The results indicate that in the social sphere, vulnerability persists; in politics, there are institutions with action to deal with climate change, but lack of consensus among stakeholders and sectors; environmental, it advanced the green agenda, not the agendas blue and gray which must strengthen governance processes to achieve anticipate the effects of climate change through increased mitigation and adaptation from public management tools as the State Program on Climate Change
