Sumari:The purpose of this article is to carry out a comparativeanalysis of the problems of fragmentation and institutionaldesign that occurred as a result of the implementation ofthe Habitat program in two metropolitan areas: the Mexicalimetropolitan area in Baja California, and the Guadalajarametropolitan area in Jalisco. The institutional design of the threelevels of government is analyzed, as well as the coordinationinstruments. Theoretically and methodologically, the articleemploys institutional analysis and a case study comparisonstrategy. The conclusions highlight the problems derived frominstitutional fragmentation and provide new avenues forresearch on the implementation of social programs from aninstitutional and comparative approach.
