总结:The article explores the idea that the demands and the guarantee of freedoms are incompatible with a restricted concept of democracy. Their struggle controverts, among many other things, a strictly formal conception of democracy that identifies it with a simple majority rule. That reductionist understanding stifles the rights of certain vulnerable groups. In this context, the conditions of inequality and extreme violence against women have not received sufficient attention in the institutions of the state of Chihuahua, coupled with the great shortcomings of the Mexican State in this matter. Under this scenario, the text also addresses how the emergence of Tribunal Especializado en Violencia de Género could respond to the need for a treatment, in adjudicative jurisdiction, even if only partially, for these legitimate demands.
