Summary:The purpose of this work is to analyze the transformation of the operation of the JFMM that, from being agencies focused on the introduction of public services in border cities, became institutions dedicated to the ordering of urban space with the impulse of preparing regulatory planes. In particular, the presence and impact of the JFMM in the introduction of public services and infrastructure and in the institutionalization of urban planning in Ciudad Juárez are studied. To search for information, we worked on the review of historical archives and newspaper.
