Summary:This paper is an analysis of the Temporary Employment Program (PET) in Ciudad Juarez as part of social protection concept. For this we look into social policy in Mexico in an attempt to understand how the program has contributed to this development alternative. In this sense, the literature review was used as a documentary tool and methodology that allowed us to know other experiences in Latin America to place the problem of unemployment and the protection is still a challenge. Ciudad Juarez is no exception. The investigation of PET leads to propose that, although its effects are temporary positive, the results are limited because action policies are designed to solve the most contingencies and not sustainable in the medium and long term. Finally, we propose the creation of an index for monitoring and evaluating the impact of PET in terms of coverage, the profile of the beneficiaries and the income generated from the beneficiaries.
